SUMMARY:DigiGov 2025 Innovating Public Service: Navigating the New Technological\, Procurement and Policy Landscape
DESCRIPTION:I. Rationale: \nIn today’s digital era\, governments worldwide are rapidly transitioning towards digital transformation to enhance service delivery\, transparency\, and efficiency. A citizen-centric approach to government digitalization enabled by emerging technologies and the latest innovation ensure that digital government initiatives prioritize the needs\, expectations\, and experiences of the public\, making services more accessible\, efficient\, and inclusive. Leveraging a platform-based digital model further enables interoperability\, data sharing\, and availing fit-for-purpose innovation across government agencies. \nThe imperative for digital transformation is particularly pressing for government agencies\, including executive departments\, local government units (LGUs)\, government-owned and controlled corporations (GOCCs)\, and state universities and colleges (SUCs). These institutions must adopt digital platforms to improve service delivery\, streamline operations\, and enhance accountability. However\, achieving this transformation requires a comprehensive digitalization roadmap\, along with the necessary skills to navigate procurement processes and effectively implement digital solutions. \nThis seminar-workshop aims to equip government agencies with the knowledge and tools needed to develop and implement a citizen-centric digital transformation strategy while ensuring compliance with procurement regulations and best practices. \nII. Objectives: \nThe seminar-workshop aims to achieve the following objectives: \n\nHighlight the importance of citizen-centric digital transformation in enhancing efficiency\, transparency\, and public service delivery.\nEquip participants with the skills to develop a structured digitalization roadmap tailored to their agency’s needs.\nEnhance understanding of the procurement process for digital projects to ensure compliance\, transparency\, and effectiveness.\nExplore platform-based governance models and digital solutions that enable interoperability and data-driven decision-making.\nProvide guidance on bidding out digital projects\, ensuring fair\, competitive\, and successful procurement processes.\nShowcase best practices and case studies from successful digital transformation initiatives in the public sector.\nFoster collaboration and knowledge-sharing among government agencies to accelerate digital transformation.\nDevelop an actionable and sustainable digital transformation roadmap that aligns with the national digital government strategy.\n\nIII. Target Participants: \nThe seminar-workshop is designed for key stakeholders involved in government digital transformation\, including: \n\nKey IT decision makers/representatives from executive departments\nOfficials and personnel from GOCCs\nAdministrators\, IT specialists\, and faculty from SUCs\nRepresentatives from local government units (LGUs)\nExperts in e-governance\, procurement\, digital transformation\, and public administration\n\nIV. Key Topics and Sessions: \n\nAdopting a Citizen-Centric Digital Transformation Framework and Effective Strategies for Success\nVisioning a Digital Future and Crafting an Agency Transformation Roadmap\nHow to Realize your Digital Ambitions with the New Government Procurement Law\nGovernment Procurement Without the Pain: Aligning APPs\, ISSPs and ToRs\nPlatform-Based Technologies: Innovation to Improve public service delivery\nArtificial Intelligence and Fit for Purpose Technologies and Infrastructure\nPreparing the Organization for Transformation: Capacity Building\, Change Management and\nEnsuring Stakeholders’ Buy-in\nMitigating Risks and Enabling Trust: Establishing Cybersecurity and Data Privacy Resilience\n\nV.
