DigiGov 2025 Innovating Public Service: Navigating the New Technological, Procurement and Policy Landscape

I. Rationale:

In today’s digital era, governments worldwide are rapidly transitioning towards digital transformation to enhance service delivery, transparency, and efficiency. A citizen-centric approach to government digitalization enabled by emerging technologies and the latest innovation ensure that digital government initiatives prioritize the needs, expectations, and experiences of the public, making services more accessible, efficient, and inclusive. Leveraging a platform-based digital model further enables interoperability, data sharing, and availing fit-for-purpose innovation across government agencies.

The imperative for digital transformation is particularly pressing for government agencies, including executive departments, local government units (LGUs), government-owned and controlled corporations (GOCCs), and state universities and colleges (SUCs). These institutions must adopt digital platforms to improve service delivery, streamline operations, and enhance accountability. However, achieving this transformation requires a comprehensive digitalization roadmap, along with the necessary skills to navigate procurement processes and effectively implement digital solutions.

This seminar-workshop aims to equip government agencies with the knowledge and tools needed to develop and implement a citizen-centric digital transformation strategy while ensuring compliance with procurement regulations and best practices.

II. Objectives:

The seminar-workshop aims to achieve the following objectives:

  1. Highlight the importance of citizen-centric digital transformation in enhancing efficiency, transparency, and public service delivery.
  2. Equip participants with the skills to develop a structured digitalization roadmap tailored to their agency’s needs.
  3. Enhance understanding of the procurement process for digital projects to ensure compliance, transparency, and effectiveness.
  4. Explore platform-based governance models and digital solutions that enable interoperability and data-driven decision-making.
  5. Provide guidance on bidding out digital projects, ensuring fair, competitive, and successful procurement processes.
  6. Showcase best practices and case studies from successful digital transformation initiatives in the public sector.
  7. Foster collaboration and knowledge-sharing among government agencies to accelerate digital transformation.
  8. Develop an actionable and sustainable digital transformation roadmap that aligns with the national digital government strategy.
